In terms of timelines:
When to start
Either you can hold until OCLS has negotiated terms and pricing for the general framework agreement; OR
You can sign a Letter of Agreement (see attachment 2) directly with Ex Libris to get started right away. This will be minimally negotiated by OCLS, if even at all. They need this documentation before starting any implementation work. In the interim, OCLS will have signed an MOU with Ex Libris, and any signed LoAs will be superseded by the general framework agreement when it is finalised.
